The USCF seems to be up and running. I just submitted the Saturday February 1, 2014 event for rating.
Earlier there was an announcement posted at www.uschess.org/msa that ratings might take longer because of this website/computer crash. When visiting the site, don’t forget to click on the “Tournament History” tab.
